  • In addition, I advise and assist executors of estates and guardians in submitting inventories and complex financial reports to the Office of the Administrator General and Official Receiver.
  • In the past, I was a licensed private investigator in the Office of the Administrator General and Official Receiver and also in the Office of Military Police Investigations.
  • Also, I am appointed by the courts as a CPA able to render professional opinions on various accounting matters, as an arbitrator, and as a mediator.

Cohen – CPA

I successfully completed my studies in Accounting and Economics at Bar Ilan University in 1982. Shortly afterwards I received my license as a CPA.

I gained experience working in the Office of the Administrator General and the Official Receiver for Tel Aviv:

In the Office of the Administrator General I reviewed complicated estates and guardianship cases. In the Office of the Receiver General I also handled bankruptcies and corporate breakups.

During my military service I worked as an investigator of criminal cases. Following this service I acquired a license as a private investigator from the Justice Ministry.

From 2005, I have been hired to give professional financial opinions concerning judicial appointments country-wide. As well, I was appointed to handle cases involving arbitration and mediation.

                 In addition:

  • I am a member of the Institute of Certified Public Accountants in Israel
  • I am a member of the Institute of Internal Auditors in Israel
  • I am a member of the Israeli Institute for Professional Opinions and Arbitrators

I have completed professional advanced courses given by the Israel Bar association and the following areas:

  • Family Law – two courses on arbitration, two courses on mediation, investigative reviews etc.
  1. During my tenure in the Office of the Administrator General and the Official Receiver I learned firsthand of the work of the inspectors, every one of them carrying out their duties

2.     Have you been appointed as a guardian or an executor of a complex case? Do you require a CPA to help manage the account?

Functionaries have a personal responsibility when managing accounts and so must exercise extraordinary caution. As a result, it is recommended that they double-check everything in order to prevent errors. I provide professional services for guardians and executors of estates with complex accounts and prepare all the required financial reports. As a CPA I am well acquainted in all these areas, an expert in the relevant laws especially those determined by the Administrator General, both from the period when I was employed in that office, and also from my experience as a CPA. In addition, I am fully cognizant of the GAAP (Generally Accepted Accounting Principles). Since 1992 I have assisted in submitting financial reports as required by the Administrator General.

Why Do I Recommend You Take Advantage of My Experience?

Sometimes functionaries encounter professional questions that are not easily submitted to the courts for instructions or guidance. Even the Office of the Administrator General does not always provide an easy way to inquire about correct procedure and process. Employees of the Administrator General are not necessarily advisors and are not even permitted to recommend a specific professional.

This is precisely where I enter the picture: I advise and assist estate executors and custodians to assemble inventories and complicated financial reports. I accompany them through the complete process and answer all their questions discretely and professionally.

My three (3) years working for the Administrator General along with twenty-two (22) years of experience compiling and submitting financial reports to the Administrator General have given me the kind of experience needed for Administrator General and the complexities of the law.

3.     Review and Reporting in Cases of Guardianship for Family Members

Has the court appointed a guardian for your father, your mother or some other family member?

Sometimes we find ourselves in situations where the courts are forced to appoint a guardian for our loved ones. The legal significance is that the court has determined that they are incapable of taking care of themselves and their assets and therefore it is necessary to appoint a guardian who will handle their property or their person.

No doubt the lawmakers had good intentions. Nevertheless, sometimes there are problems with the management of assets and funds of the dependents. Frequently, these problems are financially significant that can negatively impact and even endanger the financial security of the dependent family member.

When it pertains to a case of substantial assets, wouldn't it be better if a professional CPA, experienced in the field of guardianship could review the case on your behalf? A CPA who will check over the financial actions of the guardian and submit a comprehensive report to you, to set your mind at ease?

I have over twenty (20) years of experience in the field. I know the law, the professional regulations of the Office of Administrator General and Official Receiver and the work of inspectors attached to the office. Accordingly, I can review the financial management of your guardianship case and provide you with the peace of mind that results from a professional review. Additional information can be found on the Info Page of this website.

Why do you recommend taking advantage of my extensive experience in not to be content with government mandated inspection?

From personal knowledge I know that the inspectors from the Office of Administrator General and Official receiver are excellent and experienced professionals. Nevertheless, they are overloaded with so many cases that they cannot possibly conduct in-depth checks of the inventories and all the financial reports that are submitted to them by the guardians – the functionaries. The guardian is only human and can make mistakes. Therefore it is imperative that a professional CPA should review his actions and make sure there is sound financial management for the dependents. This will, in turn, give peace of mind to the family members worried about their loved ones.

How can I assist family members of dependents?

Family members of dependents are entitled to request a copy of the inventory and the financial reports that are submitted by the guardian to the Office of the Administrator General and the Official Receiver. They should take the reports they receive and send them to me for a professional evaluation.

The knowledge and the experience I have acquired enable me to provide you with first-class service of the highest professional quality. I will frequently pose questions for clarification and will, in the end, submit a report to the requesting family member. 4.     Account Review and Reports for Heirs in Estate Cases

Are you an heir in a substantial inheritance case?

If you are, I recommend you carry out a professional review – on your behalf – of the actions of the executor of the estate. Sometimes there are flaws in managing the funds and property included in the estate. And sometimes, these flaws have significant financial impact and can even place the assets belonging to the heirs in jeopardy.

Wouldn't it be better for a professional and experienced CPA in estate management to review the estate on your behalf? A CPA who will check the actions of the estate manager and submit a comprehensive report to you that will allay all your concerns?

The appropriate CPA for the job is one who has experience, knows the relevant laws and report procedures determined by the Office of the Administrator General and all the requirements for proper estate management.

This sort of CPA will carry out all his investigations, will ask serious questions, and will submit his professional opinion to you on how the funds in the estate are being managed. This, in turn, will bring you peace of mind, knowing that the estate is being managed appropriately. The tremendous knowledge and experience I have acquired allow me to give you the best possible professional service.

Additional details can be found on the Information Page of this website.

Why should you take advantage of my extensive experience and not be satisfied with the service of government inspectors?

From my personal knowledge, I know that inspectors from the Office of the Administrator General are first-class professionals and highly experienced. Still, they are overloaded with so many cases that they are simply incapable of carrying out an in-depth review of the inventories and reports submitted to them by executors of the estate – the functionaries. These inspectors do not have the time to consult and they are not permitted to even recommend professionals who can give them professional guidance.

The executor of the estate is only human and can make mistakes. Therefore, it is imperative that a professional CPA review his actions, and make sure that the funds in the estate are handled correctly, bringing peace of mind to the heirs and benefactors.

How can I assist the heirs?

The heirs are entitled to receive a copy of the inventory and the reports being submitted by the executor of the estate to the Office of the Administrator General. They are entitled to receive the reports and the appendices and to pass them on to me for professional review.

Sometimes I will ask pertinent questions and will in the end submit a report to the heir who ordered the report.  Additional details can be found on the Info Page of this website.

The extensive knowledge and experience I have accumulated allow me to provide you with the best possible service.
